PRESS RELEASE | SAFE and U.S. State Department Convene Public and Private Critical Minerals Financiers for MINVEST Meeting During U.N. General Assembly

The meeting brought together government leaders, export credit agencies, development finance institutions, and private capital for discussions on global mineral financing

NEW YORK — Today, SAFE and the U.S. Department of State gathered key participants in critical mineral security on the sidelines of the U.N. General Assembly. The gathering included senior officials from the Department of War, Department of Energy, private investors, banks including JP Morgan, and government financiers from Japan, France, and Germany.

The meeting was the latest such gathering through the MINVEST partnership (The Minerals Investment Network for Vital Energy Security and Technology), an initiative between the State Department and SAFE’s Center for Critical Minerals Strategy that promotes public-private dialogue and mobilizes investment in critical minerals supply chain diversification for the U.S. and its allies.

Speakers at the event focused on U.S. critical minerals policy in the context of the Pax Silica framework and FORGE, and explored how the private sector’s expertise can be better matched with the public sector’s due-diligence and vetting capabilities. Representatives from export credit agencies and development finance institutions also examined how to structure capital to finance critical minerals supply chains.

“Advanced economies are staring at a $500 billion minerals financing gap—and MINVEST is the forum that will bring the public and private sector together to bridge it,” said Abigail Hunter, Executive Director of SAFE’s Center for Critical Minerals Strategy. “This market faces real underlying structural issues, and conversations like this one are necessary to move the ball forward and turn commitments into projects, literally putting the commercial into commercial diplomacy.”

MINVEST has active since 2023 with the goal of bridging the gap between private investors and government ambitions to build secure critical mineral supplies. This year’s meeting built on momentum from previous MINVEST convenings on the sidelines of UNGA, as well as research published by SAFE earlier this year identifying how to reduce friction between the private sector and public financing institutions.
