STATEMENT | SAFE Comments on Administration’s Section 232 Announcement on Critical Minerals and Derivative Products

Washington, DC—SAFE welcomes the Administration’s announcement outlining the next steps following its Section 232 investigation into critical minerals and derivative products. 

In context, yesterday’s outcome underscores the inherent challenge of translating a broad and expansive Section 232 review into immediate trade actions, particularly under a compressed timeline and across a wide universe of critical minerals and downstream products. Given the scope of the investigation and the complexity of global critical minerals markets, it is not surprising that the administration emphasized continued evaluation, monitoring, and future policy options rather than announcing near-term trade restrictions. 

Abigail Hunter, Executive Director of SAFE’s Center for Critical Minerals Strategy, gave the following statement: 

“Demand for secure sources of processed critical minerals is rising fast, while U.S. processing capacity is still catching up. Maintaining access to these inputs is essential for energy, manufacturing, and defense supply chains. Our read on this announcement is that the Administration really gets that we cannot go it alone, and that singular sweeping action won’t solve the problem. By prioritizing negotiations and monitoring over immediate trade restrictions, this approach reduces the risk of supply disruptions and higher costs at a time when we can’t afford to make mistakes.”

Looking ahead, SAFE believes that addressing persistent market distortions in critical minerals will require a comprehensive and coordinated strategy that extends beyond any single trade tool. Long-term competitiveness will depend on aligning trade and enforcement actions with policies that accelerate domestic processing, strengthen sourcing from allied partners, and reduce the structural barriers facing U.S. producers.
