Washington, D.C. — SAFE has launched a five state ad campaign on the importance of advanced energy and manufacturing tax credits for America’s industrial competitiveness, energy security, and national defense. The ads encourage constituents to contact their Senators to support Advanced Energy Tax Credits in the budget reconciliation bill.
The campaign—which includes a powerful new video now airing on digital and broadcast platforms—features Admiral Dennis Blair (Ret.) who led U.S. Pacific Command during his time in the Navy, and later served as Director of National Intelligence. Through these roles, Blair interacted directly with China and developed an understanding of the CCP’s long-term strategic goals.
“China knows that secure energy and manufacturing define global power. They’re flooding trillions into energy, critical materials, and advanced technology,” states Blair in the video. “American energy innovation can win this fight, but we’re running out of time. Washington needs to step up, so this country can operate from a position of strength.”
The video complements two letters signed by 23 four-star admirals and generals of SAFE’s Energy Security Leadership Council, which argue for preservation of Sections 45X, 30D, 48C, 48E, and 45Y of the Internal Revenue Code. “Some of these credits support the development of diverse and reliable power sources, and others support commercial activities necessary for downstream domestic mineral demand to ensure that new mineral resources are free of adversarial control and are leveraged for our domestic manufacturing resurgence,” reads the letter. “The reconciliation package recently passed by the House would repeal several of these credits, and for others it would impose restrictions that impair the utility of the credits for some of America’s most strategic and vital industries.”
The letter and ad emphasize the real-world stakes of advanced energy tax credits: Billions in planned private investments, over 100,000 American jobs, and critical progress toward onshoring critical mineral processing and battery manufacturing, as well as modernizing the U.S. power grid and bringing new power sources online to support surging electrical demand.

SAFE’s campaign will run through targeted state media markets and digital platforms throughout June as Congress considers major tax and energy legislation.
