The erosion of U.S. industrial capacity and supply chain security has created an American economy heavily dependent on imports of critical minerals, industrial materials, and advanced manufacturing technologies that underpin energy production, manufacturing, and defense capabilities. As the world transitions to a minerals-based economy and civilian industries and defense sectors become increasingly intertwined with critical mineral supply chains, this reliance raises grave concerns.
SAFE’s latest report, The Pillars of Power: A Strategy for Energy Security and Industrial Resiliency, calls for urgent, coordinated action to restore America’s industrial base, secure critical supply chains, and strengthen national defense through energy and technological leadership. The Pillars of Power offers 30 policy recommendations grounded in SAFE’s four pillars:

- Expand and Secure Supply of Minerals and Materials through expanded domestic production as well as multilateral agreements and strategic, coordinated deployment of trade barriers.
- Satisfy Energy Security Needs and embrace energy abundance by supporting all forms of American energy, accelerating permitting reform, and aggressive expansion and modernization of energy infrastructure.
- Promote New Technologies that Maximize Efficiency and Diversification by supporting domestic innovation, leveraging technology to use energy more efficiently, and protecting key technologies from foreign interference.
- Increase Manufacturing Capacity through an emphasis on dual-use technologies, updated DOD procurement capabilities, stockpiling, supply chain mapping, and more.
“The stakes could not be higher. The decisions made today will determine whether the United States reasserts and secures its position as the world’s leading economic and technological power or continues to cede ground in industries critical to its future,” reads an introductory letter from SAFE’s Energy Security Leadership Council—a coalition of retired 4-star military leaders and C-suite business executives. “Let us begin the hard work of bringing Americans together to support actionable, pragmatic solutions that are rooted in a shared commitment to economic strength and national security.”
